About the Coast Range Stewardship Fund
The Coast Range Stewardship Fund is a collaboration between the Siuslaw National Forest, the Siuslaw, Alsea, Marys Peak and Hebo Stewardship Groups, and Cascade Pacific RC&D. The funds for the program come from timber thinnings to improve forest health on the Siuslaw National Forest. The project is a part of a the national stewardship contracting program to test methods of forest management that restore forest health and meet the needs of local communities.

Start Planning Your Projects
for 2012!
The Coast Range Stewardship Initiative assists projects located in the Siuslaw Watershed and Coastal Lakes area, the Alsea Stewardship area, the Marys Peak Stewardship area, and Hebo Stewardship area. A 2012 project solicitation and application will be announced this spring.

To assure that projects will benefit the National Forest lands, project ideas must receive endorsement by a Siuslaw National Forest Service staff member early in the planning process. The corresponding Stewardship Group must endorse the proposals prior to submitta;/ (See Coast Range Stewardship Guidelines).
What is the Coast Range Stewardship Fund?
The Coast Range Stewardship Fund offers landowners and managers an accessible funding source to help improve and restore habitat on private and non-federal land. The Fund has been created from retained timber receipts generated through implementation of stewardship contracts on the Siuslaw National Forest. Cascade Pacific Resource Conservation & Development, the Siuslaw National Forest, and the Siuslaw, Alsea and Mary's Peak and Hebo Stewardship Groups help guide the utilization of the Fund. It is similar to a grant program; project proposals are solicited and received by CPRCD, evaluated by a technical committee, prioritized by each stewardship group, and awarded to successful applicants by CPRCD annually.
Who is Eligible for Assistance?
Private landowners and for-profit businesses can submit proposals through a local government or non-profit sponsor, such as a Soil and Water Conservation Districts or a Watershed Council. Eligible sponsors include: local, state, and federal government entities and non-profit corporations.
What Can the Fund be used for?
Successful projects must:
- Promote sustainable use and enhancement of natural resources in the Siuslaw River Basin and Coastal Lakes Areas, the Alsea Stewardship area, Marys Peak Stewardship area and Hebo Stewardship area.
- Promote natural resource management based on recent data and sound science.
- Benefit the lands and resources of the Siuslaw National Forest.
What Kinds of Projects Get Funded?
The Fund can support a wide variety of restoration projects (see Coast Range Stewardship Guidelines and other documents in sidebar). Eligible projects include, but are not limited to:
- Riparian planting, fencing, protection and release
- Aquatic structures, in-stream structures to improve aquatic habitat
- Culvert repair or replacement for fish passage or sediment reduction
- Wetland restoration, tidal and freshwater
- Noxious weeds eradication or control
- Road drainage, road decommissioning
- Water quality improvements
- Storm water drainage
- Wildlife Habitat improvements, foraging/meadows improvement
- Thinning, non-commercial stand improvement, non-commercial riparian conversion
- What are the Restrictions?
The Fund is generally limited to on-the-ground projects. The following activities are not eligible for funding:
- Monitoring or evaluation
- Analysis and Research
- Surveys
- Trail creation (unless it benefits the resources of the National Forest).
- Education
- Signs
- Indirect Administration
- Technical design
- NEPA (National Environmental Policy Act) Planning
- Facilities
Where Can Projects Be Located?
- Projects must be on private, state, county, city, tribal or federal land in the Siuslaw River basin and/or coastal lakes area, Alsea Stewardship area, Mary's Peak Stewardship area and Hebo Stewardship area. See downloadable Stewardship Area Maps located in sidebar.
How Much Match is Required?
A 25% match (landowner or partner share of costs) is recommended but not required. Matching funds may be either in-kind or cash. In-kind contributions from the Siuslaw National Forest are not eligible as match.
How Do I Apply?
Written proposals are accepted each September. Copies of the application, eligibility requirements, and other information are available on this website or by contacting Cascade Pacific RC&D.
What is Stewardship Contracting?
Since 2002, the Siuslaw National Forest has been implementing stewardship contracts that improve forest health. Stewardship contracting is a new set of tools that combines forest restoration and rural community benefit. The stewardship contracts on the Forest are comprehensive. They include thinning and many different watershed enhancements. The commercial timber being removed pays for other restoration treatments on public and private land. In this way, the dollars can be applied where they will have the biggest impact.
Improving forest health in the Siuslaw, Alsea, Marys Peak and Hebo Stewardship areas means applying such practices as:
- Thinning plantations up to 80 years old
- Stabilizing or mothballing roads
- Treating invasive and noxious weeds
- Restoring in-stream fish habitat
- Improving fish passage
- Planting and protecting riparian areas for shade or erosion prevention
- Tree-planting for understory habitat or diversity
- Creating snags for wildlife habitat

The new Coast Range Stewardship Initiative Proposal Form will be available June 1. Faxed proposals will not be accepted.
